I'm glad to hear that! Just make sure on the toast that you are sincere. Saying something that you obviously don't mean will make things worse, even if/ especially if they are too nice. Falsely sweet words are a sort of backstabbing. Only say that she's completed your brother if you actually think it. But you could say that your brother seems truly happy, and that she is clearly irresistable to him. And so you are very happy that he was so fortunate to find someone that he couls love. Just say something sincere if you actually want help and not exacerbate the situation. That said, I'm glad that you are not going to let her bother you and that you've decided to make peace with some things that you cannot change. Doing that has really helped me in my own life.
