I meant images in general, not just photos. The exception to the government publication issue is if the government had to get copyright permission from someone else to print it - you would need to do the same. But there are some pretty nice graphics created by government agencies that I've seen reproduced all over the place. At work, when we need to illustrate something, we prefer graphics created for government documents because we do not have to request copyright permissions for them.
There are many instances where the owner of an image will willingly grant permission for use, depending upon your purpose. Someone making their living from the photography won't of course. But commercial vendors of products or services often allow reproduction of an image on their web site for certain purposes because it amounts to free advertising when you footnote it with reference to them as acknowledgement.
So...I do think you can illustrate your blog without running afoul of the law, and it wouldn't be that hard. You just have to know where to look.
