Hey. The seroquel dosage reduction might help, although it seems a bit odd to even bother with using seroquel at such a tiny dose. It seems like he could give you something else, but, hey--I'm not an MD.
He doesn't seem to be listening to you. You have opposite reactions to meds? Ummm...right. That's like the time a shrink told me I was only stupid on Seroquel b/c I had cognitive problems to begin with. I switched drugs and found out my "pre-existing cognitive problems" were, in fact, seroquel-induced. Shrinks love to blame the patient before they blame the pills, its crazy like that.
Have you considered a new doctor? A lot of shrinks really aren't that great anyway, but it seems like you might be able to find someone a bit better than this guy.
