Yeah, I think they mean that new axons fail to regenerate. But I think that pre-existing axons can extend their length, and reestablish certain connections. It is limited, but certain areas like he hippoocampus do have singificantly more regenerative capabilities than other areas of the brain.
OTOH
Lithium has the ability to significantly increase total brain grey matter volume.
