This is the way I see it.

If you have chronic stress induced insomnia, then you're probably not going to see an increased rate of neurogenesis.

But if you're a depresssed person for whom sleeping isn't really the main problem, then you might experience an increase in neurogenesis and an antidepressant responce to sleep deprivation.

I don't know for sure.
