There was no particular explanation, but it had nothing to do with any dangers faced by the drug according to the FDA. It was probably purely a marketing strategy. It appears to be continued to be manufactured by Solvay for the Canadian, Japanese, and other markets.
In the US, it is generic by Eon, as well as probably other companies that filed ANDAs in 2003.
At the time I was taking Luvox, it was switching over to generic. I noticed no difference in efficacy. I find it to be a very good drug for OCD and it wasn't necessarily just that it was studied for that purpose. It has such a wide dosage range that a generic would not be noticed all that much, though for fairly strong cases, at least the noted maximum of 300 if not 400+/day in two doses may be needed.
