There is an in-patient psychiatric hospital next to the building where Dr. Hutto's office is- that must have been what he was talking about. And you wouldn't be staying there. Other than that, there are no motels within walking distance; you do need a car, both to drive the hour from the airport to North Atlanta, and to drive the five or ten minutes from the motel you choose.
He was referring to the American yearly tax form showing your annual income. You could bring your UK annual tax form showing your annual income for 2002. He does have a sliding scale, with considerably lower costs if your income is in the lower brackets, which is, of course, usually the case with young people and students.
