I agree that Phil is right on, and those are good questions--I don't think anybody official is monitoring this, and it seems to my paranoid self to be happening a lot under the table (the info sharing). The insurance lobby is so strong and powerful it would be hard to find any official channel that would actually take action on this issue.
Anyone with insurance is in the same position as you...needing it and not wanting to rock the boat.
Maybe as consumers find out more about it, a few years down the road, something will start happening.
