Well here across the pond skanky just means shabby, dirty, horrid. You don't usually apply it to a person, unless its like 'he looked really skanky' and then you'd probably be referring to a homeless person who hasn't washed in a good few weeks and who smells.
Oh well.
I'll add it to my American dictionary along with 'bangs' (fringe), 'pantyhose' (tights) and er, now 'skank'!!!.
