I found this: http://www.cafamily.org.uk/ it's a site for families with children with disabilities, it seems to have some information to give her some direction. It looks like it deals with how to help a family cope and where to get the child some help too. It lists Wales as an area that they cover.

It seems to help families secure an allowance for care for children with disabilities in the UK.I'll continue to look, but I wanted to post something for now.
