Well, doing some research on serotonin transporters in depression reveals that (if anything) the serotonin transporter is already lower than normal in depression. However, many studies I have read suggest that, at least in the social stress model of depression, there is an upregulation of monoamine oxidase A, and subsequent drop in all three monoamines. Nothing is completely conclusive, but I have seen quite a few more studies suggesting that MAO-A is higher in mood disorders than studies suggesting that SERT is higher (in fact, as mentioned, in most cases it is lower).
What this suggests to me, is that MAO-A may be more of a central dysregulation than monoamine transporters. However, we don't have brain selective MAO-A inhibitors, and hence the drugs we use create the tyramine effect.
