I'm not sure what to say, since the drug sounds like one of those extremely esoteric eastern European benzodiazepines that never makes it to market here.As for the tragic accident, it could be why it never made it here but I think that the pilot was probably not supposed to be under its influence or was unfamiliar with its use. Anyhow ergo post facto speculations are not worth going into.
It really sounds strange that it could only be the only legal benzodiazepine since it has to be related to some other one somehow as they all have certain commonalities.
You may have to go other legal routes of anxiolytic management if they exist such as propranolol or similar beta blockers, I don't know if herbs are regulated such as kava (I really double really wouldn't go there, extreme problems) or other things that I can't quite think off the top of my head that maybe someone on the alternative board would know
