It should certainly be possible to make dopaminergic antidepressants without the potential for abuse.
I currently take an antipsychotic called amisulpride, which enhances dopaminergic transmission at low doses. It works very well for my depression, without giving me any euphoria.
The few cases where people have abused Survector are blown out of proportion in my opinion. People abuse anything, be it antihistamines or heavy antipsychotics.
