I had been suffering from EXACTLY the same problem. Prozac and Effexor didn't help. 3 months ago, mianserin (Tolvon) solved my problem, very surprisingly. (It is actually a sedating antidepressant)

I am now on moclobemide and low dose selegiline, and my sleep is better than ever before.

I think you might try a nor-adrenergic antidepressant like Remeron or Reboxetine, or better a MAOI.
